What does MOPH expect of patient experience, and how do you make it world class?

MOPH's Patients' Bill of Rights and Responsibilities sets the floor, care without unnecessary delay, information in a language the patient understands, charges explained before treatment, a copy of their reports and a complaint that is answered. A world-class facility meets every line of it on the record and answers every patient the same day.
What the Bill of Rights gives every patient
The Bill gives patients the right to dignity and respect, to care with appropriate attention and without unnecessary delay, to know who is treating them, and to clear information on diagnosis and treatment with an interpreter when needed. They may ask about charges and payment methods, request a copy of their reports, ask for a second opinion and bring a support person.1 Patients have responsibilities too, among them keeping appointments and telling the facility if they cannot attend.1
In eight languages, on the wall and online
Written in Arabic and English in 2015 and made mandatory in 2016, the Bill was translated in 2021 into Filipino, Bengali, Nepali, Urdu, Malayalam and Hindi.3 Each facility displays it in at least three languages, with Arabic and English mandatory, and publishes it on its website or social media if it has them.2 A patient population that speaks many languages is the point of the Bill, and the measure of a facility that serves it well.
| Right in the Bill | What a world-class facility does |
|---|---|
| Care without unnecessary delay | Every enquiry answered within the hour, and online booking at any hour |
| Information a patient can understand | Replies in the language the patient wrote in, approved by a person |
| Charges and payment methods | The price and cancellation policy shown before the patient commits |
| A copy of their reports | The record exported on request, the same day |
| Feedback and complaints, investigated | Every complaint on one thread, with a dated reply and outcome |
| Keeping appointments | A reminder before every visit, and the waitlist offered a freed slot |
