Prepare for what MOPH has actually acted on, practitioners working without a complete licence or beyond its scope, and instruments not sterilised to its requirements. Then make every patient file complete, and keep the Patients' Bill of Rights displayed and applied.
What MOPH has closed facilities for
The Health Facilities Department inspects public and private facilities in the field, reports on them and follows up the penalties.1 Its recent notices show where inspections land. In February 2025 it closed two private centres over the sterilisation of medical instruments, under Law No. 11 of 1982 on Regulating Medical Treatment Institutions.2 In September 2025 it closed a private dental centre for the same reason, and required its sterilisation staff to complete accredited training.3
| What MOPH found | When | What to check now |
|---|---|---|
| Sterilisation below requirements | February and September 2025 | The process, its records and the training of the staff who run it |
| Four practitioners hired before their licences were complete | March 2024 | A complete DHP licence before anyone's first shift |
| Eight practitioners without licences, with unauthorised employers or beyond scope | August 2024 | Each licence, its employer and its scope |
| Three people practising without a licence at a private centre | April 2026 | Everyone who touches patients, nursing, allied and laboratory staff included |
Readiness as a routine
MOPH closed a private health services agency in August 2024 after finding five nurses and three physiotherapists practising without licences, for unauthorised employers or beyond their licences, and suspended their licences.4 In April 2026 it acted against three people practising without a licence at a private health centre, and pointed the public to its practitioner search.5 A facility that checks the same things every month is never surprised by them.6
- Check every licence. Every practitioner on MOPH's practitioner search, against the work they actually do and the employer named.
- Walk the sterilisation process. From dirty instrument to sterile pack, with the records and the training of each person who runs it.
- Read five files cold. Choose five patients at random and read each file as an inspector would, note, consent, referrals and signature.
- Check the Bill of Rights. Displayed in Arabic, English and a third language, readable and undamaged, with the undertaking signed.
- Confirm the facility data. Services, location and staff on the Facility Licensing Portal match what the facility does today.
- Name an owner for each gap. Every gap gets an action, a person and a date, and is closed before the next month's check.
