They check that the facility matches its licence, that everyone treating patients holds a complete DHP licence within its scope, that instruments are sterilised to MOPH's requirements, and that files and the Bill of Rights are in order. MOPH publishes no question list, so the questions below come from what its own pages and notices say it checks.
Who comes, and why
Two MOPH teams visit. The Health Facilities Department runs the final assessment inspection before a licence and field inspections after it.1 The Fitness to Practice Section of the Department of Healthcare Professions makes inspection visits of its own, monitors practitioners' compliance and evaluates their competence.2 MOPH says its inspection and monitoring visits aim to ensure compliance with the law, improve care and protect patients.3
What to expect them to ask
| The question | What to show |
|---|---|
| Is everyone treating patients licensed? | Each practitioner's DHP licence, its scope and its employer |
| How do you sterilise instruments? | The process, its records, and the training of the staff who run it |
| Show me this patient's file | A complete file, signed and timed, with consent or refusal documented |
| Where is the Bill of Rights? | Displayed in Arabic, English and a third language, readable, with the signed undertaking |
| How does a patient complain? | The route at the facility, a recent complaint and its reply |
| Does the facility match its licence? | Services and premises as approved, and current data on the FLI portal |
Sterilisation has led to closures, and in September 2025 MOPH also required a dental centre's sterilisation staff to complete accredited training.4 The Bill of Rights must be displayed in a prominent place such as waiting areas, in at least three languages with Arabic and English mandatory.5
- Name a host. The medical director or a deputy who can answer for licences, files and policies.
- Have the licences ready. A current list of every practitioner, licence type, scope and expiry.
- Open files live. Produce any file the inspector names from the record, rather than a prepared copy.
- Walk the sterilisation room. Let the person who runs it explain it, with the records beside them.
- Write down every finding. Note each observation in the inspector's words, with an owner and a date to close it.
- Date ______ Inspectors ______ Department ______
- Host ______
- Files requested ______ Produced in ______ minutes
- Findings, in the inspector's words ______
- Owner and date for each ______
- Report or letter received on ______
Questions
Does MOPH publish an inspection checklist?
MOPH's pages set out what its departments inspect, and it publishes its enforcement notices, though we found no published question list for a routine visit.
Who from MOPH inspects a clinic?
The Health Facilities Department for the facility, and the Fitness to Practice Section of the Department of Healthcare Professions for practitioners.
What happens after a finding?
Fitness to Practice can act from advice and warnings to closure of a facility, and a facility may appeal to the Minister within 30 days.
