licensed health facilities in Dubai in 2025, up from 5,340 a year earlier.4

Violations fall under Executive Council Resolution No. 49 of 2024, with fines of AED 5,000 to 200,000 for a facility.

What has changed for Dubai facilities?
Three changes a Dubai facility should know about in October 2026.
Executive Council Resolution No. 49 of 2024 replaced Resolution No. 32 of 2012 for the practice of health professions across Dubai, including its special zones. DHA's inspection policy still names the 2012 resolution.
Law No. 16 of 2024 brought licensing inside Dubai Healthcare City under DHA. Law No. 17 of 2026 created the Dubai Longevity Authority, whose permit a longevity clinic now needs, beside DHA licensing.6
DHA's inspection policy is due for revision on 19 December 2026, and its AI policy passed its revision date in July 2026 with no new version yet.
Dubai Healthcare City and DHCR
How licensing works inside Dubai Healthcare City since Law No. 16 of 2024.
Law No. 16 of 2024 says no healthcare activity may take place in Dubai Healthcare City without the licences and permits of DHA, in addition to the approvals of the Dubai Healthcare City Authority.6
The City authority says all healthcare professional licensing in Dubai Healthcare City is now managed by DHA.
The Dubai Healthcare City Authority, whose regulatory arm many still call DHCR, issues the commercial licence and a Clinical Operating Permit, required before a licensed facility starts operating under its Rule No. 1 of 2025.
So a facility in the City prepares for DHA's licensing and inspection like any other in Dubai, and keeps its City permit current beside it.

What is the best clinic software for DHA compliance?
The best DHA software is the system your facility already runs on, so the evidence is a by-product of the work. Look for one record behind booking, notes, messaging in Arabic and English, payments and access, a record built to connect to NABIDH, a full audit trail and records hosted in the UAE. wai is built that way, to help you achieve a Fulfilling DHA inspection.
Is there DHA approved clinic software?
The Dubai Health Authority licenses and inspects health facilities and professionals. It does not approve, certify or endorse software, wai included, and software cannot earn an inspection result on a provider's behalf. wai keeps the records your team uses to show DHA how care is delivered, and DHA decides the inspection result.
How often does DHA inspect a clinic?
As often as its risk rating sets. DHA rates each facility very low, low, medium or high risk, from its violations, its last three visits, suspensions, renewal compliance and controlled drug handling.
What is the DHA self inspection?
A facility's own inspection, using DHA's checklists, every three months. The facility keeps it for DHA's inspectors.
Does DHA license clinics in Dubai Healthcare City?
Yes, since Law No. 16 of 2024, healthcare activity in Dubai Healthcare City needs DHA's licences and permits, beside the City authority's own commercial licence and Clinical Operating Permit.
Does a Dubai facility need JCI accreditation?
No, DHA licenses and inspects. JCI accreditation is voluntary, and many hospitals hold it for international patients.
Does wai work in Arabic?
Yes. wai drafts replies in the language the patient writes in, Arabic, English or any other, for your team to approve, and answers intake questions by voice in any language.
