What is REGCESS, and how does a clinic appear in it?

REGCESS is the Ministerio de Sanidad's public register of every health centre, service and establishment the comunidades autónomas have authorised. A clinic does not apply to it, because the comunidad enters the authorisation in its own register and sends the data on.

One national register, fed by the comunidades

Real Decreto 1277/2003 created a general register of health centres, services and establishments at the Ministerio de Sanidad, holding the comunidades' authorisation decisions, public and informative in character.2 The Ministry's page describes REGCESS as the place to find which centres of any ownership the comunidades have authorised, supplied by the regional health authorities and, for military centres, by the Ministerio de Defensa, under RD 1277/2003 and Orden SCO/3866/2007.1 Errors are reported to the Ministry at regcess@sanidad.gob.es.1

How each comunidad registers

In Madrid, a centre is entered in the Registro de Centros, Servicios y Establecimientos Sanitarios as soon as its operating authorisation is granted, of the Comunidad's own motion, and anyone can check a centre in the register's search tool.4 The authorisation document displayed at each centre shows its type and care purpose, its address, the date of the authorisation or last renewal and its register number.3 In Cataluña, the Departament de Salut's search tool lists authorised centres, services and establishments as of the day it is consulted, by type, services, equipment and territory, with a CSV download.5

  1. Look yourself up. In the Madrid or Catalan search tool and in REGCESS, and check the type, address and units.
  2. Match the units to the work. Every service the clinic provides should sit in the authorised oferta asistencial.
  3. Request a modificación first. A new unit, a new owner or a new address changes the authorisation and so the entry.
  4. Display the document. In Madrid, the authorisation with its register number and date, where patients can see it.
  5. Report an error. To the comunidad that holds the data, or to REGCESS for the national listing.

The codes the register uses

Anexo I of RD 1277/2003 gives the common classification every register uses, such as C.2.1 consultas médicas, C.2.5.11 centros de salud mental and U.48 medicina estética.2 Real Decreto 239/2026 added U.106 radiofísica hospitalaria and U.107 radiofarmacia and redefined units such as U.11 nutrición y dietética and U.36 tratamiento del dolor, and gives the comunidades one year from 1 July 2026 to adapt their care offer.6

Questions

Do we apply to REGCESS?

No, the comunidad autónoma that authorises the centre supplies the data to the Ministerio de Sanidad.

Can patients see our register entry?

Yes, REGCESS is public, and Madrid and Cataluña both publish search tools for authorised centres.

What if our listing is wrong?

Ask the comunidad that holds the data to correct it, or report the error to REGCESS for the national listing.
