Key points

Summary

A Rome clinic can use AI for notes and patient messages under GDPR, the Garante's guidance and the EU AI Act, with a person at the clinic approving every draft and the doctor signing every note. Lazio's Regional Regulation 11 of 2026 adds a displayed notice with the practice's authorisation, its doctors and a regional QR code.

The Rome practices with the fullest diaries answer the late-evening WhatsApp before the morning queue forms, and their doctors leave with every note signed. Lazio set a new transparency rule for authorised private practices in July 2026, and it sits alongside GDPR and the EU AI Act.2

The private care market in Rome

ISTAT's 2024 census counted 2,747,290 residents in the comune of Rome, close to three million and the largest comune in the country.1 The wider province held 4,222,648 people, of whom 521,761 were foreign residents, 12.4% of the province and 80.1% of all foreign residents in Lazio.1

Private outpatient care in Rome runs on regional authorisation. Lazio Regional Law 4 of 2003 sets the regime, and Regional Regulation 11 of 2026 applies its new transparency duties to authorised private outpatient facilities, accredited facilities, authorised medical and dental practices, and professionals working without authorisation under a notice of activity.2

The rules a clinic in Rome works under

Regional Regulation 11 of 29 July 2026 asks each authorised facility and practice to display, visibly inside its premises, a certified copy of its authorisation, the list of authorised specialties and a constantly updated named list of its doctors with their specialty, qualifications and register number.2 The notice also carries the QR code issued by the Region's health directorate, goes up within thirty days of that code being issued, and is checked by the local ASL during routine inspections.2 The Regione Lazio publishes the rule and runs the platform that issues the codes.3

Health data sits under GDPR, supervised by the Garante per la protezione dei dati personali from its seat at Piazza Venezia 11 in Rome.5 The Garante's 2023 decalogue on AI in national health services sets out the principle of knowability, under which a person has the right to know that an automated decision process exists, and the principle of non-exclusivity, under which a human must be able to check, validate or overturn the automated output.4 It also calls for a data protection impact assessment where new technology may present a high risk.4

Article 4 of the EU AI Act asks every deployer of an AI system to ensure a sufficient level of AI literacy among the staff who operate it.7 For a clinic that means a short briefing on how drafts are produced and who checks them.

The Fascicolo Sanitario Elettronico has received documents from private health facilities since 19 May 2020, and each Region manages the record its residents consult.6 wai is built to connect to the Fascicolo Sanitario Elettronico. We set up your clinic's connection with you.

wai hosts each clinic's records in its own country, under that country's rules. We set this up with your clinic. wai is compliant with these rules and built for clinics in Rome.8

The languages Rome patients write in

ISTAT counted 651,033 foreign residents in Lazio at the end of 2024, from 189 countries.1 The largest groups held Romanian citizenship at 29.3%, followed by Bangladeshi at 7.1%, Filipino at 6.3% and Indian at 5.1%, shares higher in Lazio than across Italy.1

wai works in any language.9 Each reply is drafted in the language the patient wrote in, and a person at the clinic reads and approves it before it is sent.

What a demo shows in Rome

The demo opens on a dental practice in Prati. A WhatsApp message arrives at 22:40 asking to move Friday's hygiene appointment, because the patient's train from Termini now leaves earlier. wai reads the hygienist's busy times from Google Calendar, Outlook or Apple Calendar, offers an open Thursday slot and drafts the reply in the patient's language, and the receptionist approves it at 8:30 with the rest of the overnight queue.

A missed call during the lunch break becomes a drafted text in the same patient thread. A visitor staying near Piazza Navona books a dermatology consultation on the clinic's own site, earliest time first, and pays a deposit in euros through the clinic's own Stripe account, then receives a confirmation, a receipt and an intake questionnaire.

In the consultation, the note is drafted while the dermatologist talks and is signed by the dermatologist before it is filed. Every message, draft, approval and signature is logged and exportable, which keeps the ASL's questions short.8

For health systems, insurers and public bodies in Lazio

ASLs, hospital groups and insurers in Lazio can commission a system built on wai for one care pathway first, with one patient record, clinician sign-off on every note and the rights to data and configuration fixed in the contract. The approach is set out on the organisations page.

Where to start

First, check that the displayed list of doctors matches the people who actually consult, since Regulation 11 expects it kept up to date.2 Second, add one line to the patient information saying that AI drafts notes and messages and that a person checks each one, which answers the Garante's knowability principle.4 Third, give the team the short AI briefing Article 4 expects.7

Then count last month's WhatsApp and email enquiries by hour, and bring them to a fifteen-minute demo. The guide to human approval of patient messages shows how each draft is checked, and prices are published on the pricing page.

Bring last month's late-evening enquiries and watch each one drafted for your team to approve.

Frequently asked questions
