- Since May 2026, Beijing's data export negative list applies across the whole city, on top of the CAC's national thresholds for sending data abroad.56
- A Beijing Municipal Health Commission notice of 29 December 2023 bars other people and AI software from impersonating or replacing the doctor in online care.7
Summary
A Beijing clinic can use AI for notes and patient messages when it gets the patient's separate consent for health data, keeps records in China under PIPL and the CAC's cross-border rules, and has the doctor sign every clinical output. wai works that way, with the AI drafting and a person at the clinic approving.
A Beijing clinic on wai finishes the note before the patient leaves and has every enquiry answered by the next morning. The city adds its own rules on data export and on AI in online care to China's national law, and each is set out below with its source.

| Beijing data export negative list | Applies across the whole city since May 2026 | Whether any clinic data sits inside a listed field | Reviewed with the clinic during setup |
| Beijing Municipal Health Commission notice, 29 December 2023 | Real-name check for each doctor, and AI software may not replace the doctor | A named doctor signs every clinical output | AI drafts, the doctor reviews and signs |
The private care market in Beijing
The Beijing Municipal Health Commission's 2025 statistical bulletin counts 11,994 medical institutions, 782 hospitals and 138,000 practising doctors and assistant doctors, or 6.34 per 1,000 residents.1 Of the hospitals, 215 were public and 567 privately run.1 Medical institutions handled 306.79 million visits in 2025.2
Of Beijing's 406.5 billion yuan of health financing in 2024, 13.98% was personal cash spending and 64.84% came from social sources.1 Private clinics win their share of that spending with a fast reply and a finished letter.
The rules a clinic in Beijing works under
Clinics answer to the Beijing Municipal Health Commission.7 PIPL treats medical health status as sensitive personal information, to be processed only for a specific purpose with strict protection and with the individual's separate consent.4 Ask the patient before recording a consultation for an AI note, and keep the answer in the record.
Data leaving China needs a security assessment, certification or the standard contract under PIPL.4 The CAC's 2024 provisions set a security assessment once sensitive personal information of 10,000 or more people a year goes abroad, and let free trade zones publish negative lists.5 On 11 May 2026 Beijing extended its list from the free trade zone to the whole municipality, covering 9 fields, 67 business scenarios and 612 data fields, including pharmaceuticals and medical devices.6
For online care, the commission's notice of 29 December 2023 requires each doctor to complete real-name verification before receiving a patient, and states that other people and AI software may not impersonate or replace the doctor.7 Its 2023 draft of those rules, as reported by Beijing Daily, also proposed a ban on AI-generated prescriptions.8
wai hosts each clinic's records in its own country, under that country's rules. We set this up with your clinic. wai is compliant with these rules and built for clinics in Beijing. AI drafts, the doctor reviews and signs, and nothing clinical leaves the clinic before that signature.
The languages Beijing patients write in
Most patients write in Chinese. The 2020 census counted 62,812 residents of Hong Kong, Macao and Taiwan and foreign nationals living in Beijing, the fifth largest group of any province, and the city's international clinics serve many of them.3
wai works in any language.9 Each reply waits for the coordinator to read and approve it.
What a demo shows in Beijing
In the consultation room, the note is drafted while the doctor talks, after the patient has given separate consent, and the referral letter is ready to sign before the next patient. Every draft and signature is logged.
At the front desk, a call missed during the morning clinic becomes a drafted text the coordinator approves, and email and web enquiries sit in one thread per patient with the reply waiting for approval. The demo runs on your own enquiries, so the drafts you judge are drafts of your clinic's real work.
For hospital groups and insurers in Beijing
A Beijing hospital group or insurer starts with one care pathway, with controls, data rights and exit terms written into the contract before go-live, and the clinician still signs every note. The organisations page sets out how a build begins.
Where to start
First, add a separate consent line for recording and AI drafting to intake, using the consent form template as a base.4 Second, get in writing where records are stored and processed, and whether any personal information leaves China.5
Third, write down who signs each AI draft, in line with the commission's rule that AI software does not replace the doctor.7 Fourth, bring a week of calls and enquiries to a fifteen-minute demo, and pilot with one doctor and the front desk for a month. The data residency guide lists the contract questions.
Bring a week of your own calls and enquiries. We show the drafts, the approvals and where your records would be hosted.
Frequently asked questions
Does a Beijing clinic need consent to record a consultation for AI notes?
Yes. Medical health information is sensitive personal information under PIPL, and processing it needs the patient's separate consent.4
What is Beijing's data export negative list?
A city list of data that still needs export procedures, extended from the free trade zone to all of Beijing on 11 May 2026, with fields including pharmaceuticals and medical devices.6
Can AI stand in for the doctor in Beijing's online care?
No. The commission's December 2023 notice states that other people and AI software may not impersonate or replace the doctor, and each doctor verifies their identity before receiving a patient.7
Can AI write prescriptions in Beijing?
The commission's 2023 draft rules for internet care proposed a ban on AI-generated prescriptions.8 In wai, prescribing stays with the doctor.
Where would our records be hosted?
wai hosts each clinic's records in its own country, under that country's rules. We set this up with your clinic.
Who sends the replies to patients?
A person at the clinic. wai drafts each reply for the team to review and send, and clinical documents go out only after the doctor signs.
