- A private clinic falls under BC's PIPA, which requires consent to collect, use or disclose personal information and a reply to access requests within 30 days, overseen by the OIPC.13
- Health authorities fall under FIPPA, where disclosure outside Canada must follow the minister's regulations.2
- In the Vancouver area, 191,480 people have Mandarin as their mother tongue, 182,910 Cantonese and 180,360 Punjabi.7

Summary
A Vancouver clinic can use AI for notes and the front desk in 2026 under BC's PIPA and the CPSBC guideline on AI in medicine. The patient consents before the scribe starts, the physician reviews every note before it enters the record, a person at the clinic approves every message, and records stay in Canada.
Vancouver clinics now answer an enquiry in Mandarin, Cantonese or English the evening it arrives, and doctors sign their notes before they leave. BC's privacy law and the College's guideline on AI set clear terms for that work.

The private care market in Vancouver
The 2021 Census counted 2,619,425 residents of the Vancouver census metropolitan area outside institutions.7 Most physician care in BC is publicly insured, and section 17 of the Medicare Protection Act bars anyone from charging a patient for a benefit, or for an office, materials or consultations related to rendering one.5
Private clinics in Vancouver therefore build their practice on services outside the benefit schedule, and on patients who pay directly, including people who are not beneficiaries under the Act. Clear prices and a deposit at booking carry real weight in that work.
The rules a Vancouver clinic works under
The College of Physicians and Surgeons of BC published its professional guideline, Ethical Principles for Artificial Intelligence in Medicine, in April 2024 and revised it on 1 April 2026.4 It expects informed consent from the patient before an AI scribe is used, review of AI-scribed documentation before it enters the medical record, and awareness of whether the software stores audio.4 It places responsibility for patient care decisions principally with the physician, and says patient data must not leave the clinical environment without consent unless the law requires or permits it.4
A private clinic is an organisation under BC's Personal Information Protection Act. Section 6 bars collecting, using or disclosing personal information without consent unless the Act allows it, section 29 requires a reply to an access request within 30 days, and section 34 requires reasonable security arrangements against unauthorised access.1
Health authorities and other public bodies sit under the Freedom of Information and Protection of Privacy Act, where section 33.1 allows disclosure outside Canada only in line with any regulations the minister makes.2 The Office of the Information and Privacy Commissioner for BC oversees both Acts, and PIPA reaches any BC organisation handling personal information, wherever the individual lives.3
Under section 184 of the Criminal Code, a recording is lawful with the consent, express or implied, of a party to the conversation.6 The CPSBC guideline asks for more, which is the patient's informed consent before the scribe starts.4
wai hosts each clinic's records in its own country, under that country's rules. We set this up with your clinic. wai is compliant with these rules and built for clinics in Vancouver. For a Vancouver clinic, records stay in Canada, and the physician signs every note.
The languages Vancouver patients write in
Of 2,619,425 Vancouver area residents in the 2021 Census, 1,340,990 have English as their mother tongue.7 Mandarin follows at 191,480, Yue (Cantonese) at 182,910 and Punjabi at 180,360, with Tagalog at 67,790, Korean at 52,525 and Iranian Persian at 43,720.7
wai works in any language.8 The reply is drafted in the language the patient wrote in, and a member of the team approves it before it is sent.
What a demo shows in Vancouver
The demo opens on an email sent at 10:20pm, in Mandarin, from a daughter asking whether her parents can both see the same doctor on Saturday for a private health assessment. wai reads it in the family's thread, checks the doctor's busy times in Google Calendar, Outlook or Apple Calendar, and drafts a Mandarin reply with two adjoining open slots. The coordinator approves it the next morning.
The booking link takes a deposit in Canadian dollars through the clinic's own Stripe account, with the clinic as merchant of record. Each parent receives a confirmation, a receipt and an intake questionnaire, and gets a wai Profile for their letters and results.
On Saturday, the doctor asks each patient's consent before the scribe starts, as the CPSBC guideline expects, then reads the drafted note, edits it and signs.4 Bring a real enquiry in Cantonese, Mandarin or Punjabi and watch it run.
For health authorities, governments and insurers in BC
A BC health authority working under FIPPA can commission a system built on wai for one care pathway, with its records hosted in Canada and the rights to its data and configuration written into the contract. Insurers and provincial bodies start the same way, with one measured pathway, as the organisations page sets out.
Where to start
First, add an AI scribe consent line to intake and the consult script, using the consent form template as a base.4 Second, ask where each copy of the data is stored, whether audio is kept, and how it meets PIPA section 34.1
Third, write down who reviews and signs each AI-drafted note. Fourth, count last month's enquiries by language, so the demo runs on the Mandarin, Cantonese and Punjabi messages the clinic really received.
Send us last month's enquiries by language, and we show the Saturday they would have filled.
