Summary
A clinic in Tel Aviv or Herzliya can use AI for notes and the front desk in 2026 under the Privacy Protection Law as amended by Amendment 13. The treating physician stays responsible and signs every note, patients are told when AI shapes their care, records stay in Israel and a person at the clinic approves every message.
Clinics from Tel Aviv to Herzliya Pituach now answer an evening enquiry before the next morning's first patient, and doctors leave with every note signed. Amendment 13 and the Privacy Protection Authority set the privacy terms for that work, and the Israel Medical Association's 2026 rules set the professional ones.

The private care market in Tel Aviv and Herzliya
The Central Bureau of Statistics put the average 2023 population of Tel Aviv-Yafo at 470,700, with a median age of 35.4, and 118,300 residents aged 30 to 44.9 Herzliya, up the coast, averaged 105,500 residents with a median age of 38.5, and 10,300 of them were 75 or older.9 Together they hold about 6% of Israel's 9,633,000 people in the same table.9
A clinic with rooms in both cities serves a younger city in Tel Aviv and an older one in Herzliya. The Ministry of Health licenses the health professions that serve them.5
The rules a clinic in Tel Aviv and Herzliya works under
The Privacy Protection Authority is Israel's regulator and enforcer for personal digital information under the Privacy Protection Law, and its rules apply to every private, business and public entity that holds or processes such information.1 Its homepage notes the European Commission's March 2024 reaffirmation that Israel offers an adequate level of data protection.1 The Authority publishes English translations of the law and its regulations, including those on transfer of data abroad, while only the Hebrew text is official.4
The Knesset passed Amendment 13 on 5 August 2024, the broadest change to the law in 43 years, and it took effect on 14 August 2025.23 It gave the Authority the power to impose financial sanctions for the first time, required a privacy protection officer in public bodies and in organisations whose main activity includes processing sensitive personal information at significant scale, and created a modern category of information of special sensitivity.2 The Authority held off enforcing the officer duty until 31 October 2025.3
On professional practice, the Israel Medical Association's Ethics Bureau published rules on AI in medicine in April 2026. The physician uses AI as an aid to clinical judgement, keeps professional responsibility, explains to the patient when AI materially affects decisions, diagnosis or treatment, and protects the patient's data and confidentiality.7 Where AI use is routine, technical or administrative and does not directly affect a clinical decision, general consent can be enough.7 The rules name automatic summaries of a clinical meeting as one example of generative AI in medicine.7
The Ministry of Health and the Israel Innovation Authority have also explored a regulatory sandbox in which AI solutions are tested under the supervision of the Ministry's regulatory and medical professionals.6
wai hosts each clinic's records in its own country, under that country's rules. We set this up with your clinic. wai is compliant with these rules and built for clinics in Tel Aviv and Herzliya. For a clinic in Tel Aviv or Herzliya, records stay in Israel, and the physician signs every note.
The languages patients write in
In the CBS 2011 Social Survey, 49% of Israelis aged 20 and over had Hebrew as their mother tongue, 18% Arabic, 15% Russian, and 2% each Yiddish, French and English.8 Among people born in the former Soviet Union, 88% spoke Russian at home.8 And 27% of the population found filling in forms and writing official letters in Hebrew difficult, rising to 45% among Arab citizens.8
wai works in any language and is built for Arabic-first care.10 Each reply is drafted in the language the patient wrote in, and a member of the team approves it before it is sent.
What a demo shows in Tel Aviv and Herzliya
The demo opens on a WhatsApp message in Arabic, sent at 10:40pm by a woman in Jaffa asking whether her father can see the dermatologist at the clinic's Herzliya Pituach branch on Sunday. wai reads it in the family's thread, checks the doctor's busy times in Google Calendar, Outlook or Apple Calendar, and drafts an Arabic reply offering two open morning slots. The coordinator approves it before the first patient arrives.
The booking link takes the deposit the clinic sets, and the family receives a confirmation, a receipt and an intake questionnaire. Her father gets a wai Profile for his letters and results, with permissions he can revoke.
On Sunday the dermatologist tells him the scribe is on, as the IMA rules ask when AI shapes care, then reads the drafted note, edits it and signs.7 Every draft, approval and signature is logged and exportable. Bring last month's real messages, in whatever language they arrived, and watch each one run.
For health systems, government and insurers in Israel
A hospital, a health fund or a government programme can commission a system built on wai for one defined care pathway, with records hosted in Israel and the rights to its data, configuration and models written into the contract. Each action that touches a patient has the human oversight agreed in advance, as the organisations page sets out.
Where to start
First, check whether Amendment 13 requires the clinic to appoint a privacy protection officer, and name who holds that role.2 Second, ask in writing where each copy of the data is stored and which transfer rules apply to any copy that leaves Israel.4
Third, add a line to intake telling patients an AI scribe drafts the note and the physician signs it, using the consent form template as a base.7 Fourth, count last month's enquiries by language and hour, so the demo runs on the messages the clinic really received.
Send us last month's enquiries by language and hour, and we show the Sunday mornings they would have filled in Herzliya.
Frequently asked questions
Does a private clinic need a privacy protection officer under Amendment 13?
The duty covers public bodies and organisations whose main activity includes processing sensitive personal information at significant scale, so the clinic should check its own position with counsel.2
Can the Privacy Protection Authority fine a clinic?
Yes. Amendment 13 gave the Authority the power to impose financial sanctions for breaches of the law and its data security regulations.2
Must a physician tell the patient an AI scribe is in use?
The IMA's 2026 rules ask the physician to explain AI use that materially affects decisions, diagnosis or treatment, and allow general consent where use is routine or administrative.7 Telling the patient at the start of every consult is the simple course.
Who is responsible for an AI-drafted note?
The treating physician. The IMA rules keep professional responsibility with the physician, who checks AI output against the specific patient.7
Can patients write in Arabic, Hebrew or Russian?
wai works in any language and is built for Arabic-first care, and a person at the clinic approves each reply.10 Bring real messages in each language to the demo and watch them run.
