Summary
Yes. In Taipei, AI can draft consultation notes and patient messages once the patient has agreed to recording, with the doctor signing each note and electronic records hosted in Taiwan as the Ministry of Health and Welfare's rules expect. The front desk approves each message before it goes.
Taipei clinics that use AI well close the evening session with every note signed and every message answered. The city runs one of the densest clinic networks in Taiwan, and the national rules on electronic records and personal data are specific about where records live.

The private care market in Taipei City
Figures from the Taipei City Department of Health put the city's medical institutions at 4,028 at the close of 2025, up 68 on the year, comprising 36 hospitals and 3,992 clinics.1 That is 16.5 institutions for every 10,000 residents, served by 67,682 practising health professionals, of whom doctors make up 25.4%.1
Taipei treats far more people than live in it. Its NHI contracted providers served 4.796 million people in 2024, 1.9 times the city's residents.1 The 2020 census counted 2,594,581 residents and a daytime population of 3,284,000, after 964,000 people commuted in for work or study.2 A reply sent within the hour and an open slot shown the same evening win the patients who work in Taipei and live elsewhere.
The rules a clinic in Taipei City works under
The city's health authority is the Taipei City Department of Health, working under national rules from the Ministry of Health and Welfare.6
Records have their own regulation. The Regulations on the Creation and Management of Electronic Medical Records by Medical Institutions, revised on 18 July 2022, require a written contract when a clinic hands its record system or cloud service to an outside provider, and place cloud-stored records in Taiwan as the default, with storage abroad allowed only in special cases approved by the ministry.3 The ministry also describes medical records as a special category of personal data.3
Personal data law is changing. On 17 October 2025 the Legislative Yuan passed PDPA amendments that give the Personal Data Protection Commission powers to receive reports of data incidents, set common security rules and restrict international transfers, with the start date to be set by the Executive Yuan.5 Businesses that already have a sector regulator stay under it for up to six years after the commission is formed.5
NHI MediCloud, run by the National Health Insurance Administration, lets doctors view a patient's records across 12 topics, including recent tests, procedures and medicines, and flags drug interactions.4 wai is built to connect to NHI MediCloud. We set up your clinic's connection with you.
wai hosts each clinic's records in its own country, under that country's rules. We set this up with your clinic. wai is compliant with these rules and built for clinics in Taipei City. In practice the doctor's signature closes every note and the front desk releases every message.
The languages Taipei patients write in
The 2020 census found that 66.4% of Taiwan nationals aged six and over mainly speak Mandarin and 31.7% mainly speak Taiwanese, with 86.0% using Taiwanese as a main or second language.2 Mandarin is the main language for more than 80% of residents in Taipei City, while Taiwanese is the main language for 65.9% of people aged 65 and over nationally.2 Foreign nationals made up 3.7% of Taipei's residents.2
wai works in any language.7 Choose messages from older and younger patients alike for the demo, and read how each draft handles them.
What a demo shows in Taipei City
At 9.15pm an engineer working in Neihu emails her family doctor's clinic near Minsheng Community to ask for a Saturday morning visit about a cough that has lasted two weeks. Her email opens in the thread that already holds her history, wai checks the doctor's busy hours, and a draft offers Saturday at 9.30. The front desk approves it before the evening session closes.
When the morning queue means a ringing phone goes unanswered, the nurse finds a callback text already written and sends it. On Saturday the patient consents at the start, the doctor talks while the draft note fills in, and the doctor finishes and signs it with the patient still in the room. A referral letter to a hospital specialist is ready to sign in the same minute, and every draft, approval and signature is logged.
For hospitals, insurers and public bodies in Taipei
A Taipei hospital, insurer or public body can start with a single care pathway built on wai, hosted in Taiwan, with ownership of data, configuration and models settled in the contract. The organisations page describes how that first pathway is chosen and measured.
Where to start
First, write the sentence each doctor says before the scribe starts, adapting the consent form template into Mandarin and Taiwanese versions for the waiting room. Second, ask for the written contract terms the 2022 regulations expect, and confirm in writing that records are stored in Taiwan.3
Third, write an incident response note now, since the amended PDPA adds a duty to report data incidents once it takes effect.5 Fourth, set aside a week of evening messages for the demo. The legal points here reflect Taiwan law as read on 15 October 2026, and your own adviser should confirm them for your clinic.
Pick seven evenings of emails and unanswered calls from your clinic. We replay them and show the bookings the front desk would have confirmed.
