The Central Statistical Bureau counted 588,911 residents in Riga and 52,926 in Jūrmala at the beginning of 2026.¹ Latvia as a whole had 1.845 million people, with a mean age of 42.8 in the Riga region against 43.7 nationally.²

The two cities are moving in different directions. Jūrmala grew by 1.8% in 2025, 925 people, with immigration ahead of emigration, while Riga fell by 1.0%, about 6,100 people.² Children made up 13.3% of Jūrmala's population, among the lowest shares of any State city.²

The rules a clinic in Riga and Jūrmala works under

The Medical Treatment Law defines medical treatment institutions as doctors' practices and companies entered in the Register of Medical Treatment Institutions that meet its mandatory requirements.³ The Health Inspectorate controls the quality of professional health care in those institutions and hears patients' appeals against a clinic's decisions.³⁵

Health sector data is accumulated in the unified electronic health information system under Section 78 of the same law.³ The Law on the Rights of Patients protects information on an identifiable patient under data protection law, and allows it to be disclosed only with the patient's written consent or in the cases it lists.⁴

The Data State Inspectorate is the supervisory authority for personal data processing under the GDPR and Latvia's Personal Data Processing Law.⁶ Under the Official Language Law, contracts for medical treatment and health care in Latvia are made in Latvian, with a Latvian translation attached to any foreign-language contract.⁷
