Summary
An Oslo clinic can use AI to draft notes and patient messages in 2026 when the clinician reviews every draft before it enters the record, the patient is told that the conversation is recorded and the record stays electronic, access-controlled and traceable. Helsetilsynet supervises health services, Datatilsynet supervises personal data under the GDPR as Norway is in the EEA, and kjernejournal shares key information between treatment places.
Oslo clinics on wai close the day with every note reviewed and signed, and patients who write in the evening have an answer before work. Norway set out its view on AI speech-to-draft in May 2026, and it fits the way wai already works, with a person reviewing every draft.

The private care market in Oslo
About one in four Oslo residents immigrated to Norway, whether to work, to flee war or for other reasons, and many more grow up with parents who did.1 At the start of 2026 Stovner had the highest share of immigrants of any Oslo district at 43%, followed by Søndre Nordstrand and Grorud at 40% and Alna at 39%.2
Across Norway, 987,120 immigrants made up 17.5% of the population on 1 January 2026, and a further 238,507 people, 4.2%, were born in Norway to immigrant parents.3 Poland was the largest country of origin with 111,740 immigrants, and Ukraine followed with 85,461.3
The rules an Oslo clinic works under
Norway's guidance on AI in the record came on 8 May 2026, when the Normen steering group adopted a fact sheet on AI speech-to-draft, published by the Norwegian Directorate of Health.5 It says health personnel always carry responsibility for what is in the record, that AI does not change that, and that the draft must be reviewed and corrected before it enters the record.5 The clinic is responsible for choosing the tool, training staff and following up on deviations.5
The fact sheet says consent is unnecessary for speech-to-draft. The patient should still be told that the conversation is recorded and that AI is used, and if the patient declines, the clinician writes the record the usual way.4 The consent form template gives a short script for that conversation.
The patient record regulation sets the system. The record must be kept electronically, access must be limited to authenticated staff, and the controller must be able to check afterwards who used that access.6 Once an entry is signed it can only be corrected under sections 42 to 44 of the Health Personnel Act, as a rule by the person who signed it, and records from a closed practice that are not transferred go to the National Archives.6 In wai a note stays a draft until the clinician signs, and every edit, approval and signature is logged.
Helsetilsynet, the Norwegian Board of Health Supervision, supervises the health and social services.7 Datatilsynet supervises personal data, and because Norway is in the EEA it sits on the European Data Protection Board for GDPR matters.89
Health information and record documents are shared between treatment places through national services such as kjernejournal, which patients can view on Helsenorge.10 wai is built to connect to kjernejournal. We set up your clinic's connection with you.
wai hosts each clinic's records in its own country, under that country's rules. We set this up with your clinic. wai is compliant with these rules and built for clinics in Oslo. An Oslo clinic keeps its records in Norway.
The languages Oslo patients write in
Oslo's statistics count country of background, and the variety is wide across the city's districts, by origin, length of stay and reason for coming.1 Nationally Poland and Ukraine led the origin groups on 1 January 2026, and Lithuania came third with 43,065 immigrants.3
wai reads and drafts in any language, and the receptionist decides on every draft before a reply reaches the patient.11
What a demo shows in Oslo
The demo opens on a message sent at 21.15 by a nurse in Grünerløkka who works shifts and wants a physiotherapy assessment on an open morning next week. A second message is an email from a family in Holmenkollen asking to move their son's sports injury follow-up.
wai places each message in the patient's thread, reads the clinicians' busy times from Google Calendar, Outlook or Apple Calendar so only open slots are offered, and drafts replies in the language each patient used. The receptionist approves both at 7.40. The nurse secures her slot with a deposit in Norwegian kroner paid by card or Apple Pay into the clinic's own Stripe account, then gets her confirmation, receipt and intake questionnaire.
In the consultation the clinician tells the patient that the conversation is recorded and AI drafts the note, then reviews, edits and signs the draft, as the Normen fact sheet expects.45
For health systems, municipalities and insurers in Oslo
Hospital trusts, Oslo's municipal health services and insurers can have wai build them a system they own, under their name and hosted in Norway. One pathway goes first, judged on measures agreed at the outset, with data, configuration and model rights spelled out in the contract on the page for health systems and governments.
Where to start
First, write a short plan for speech-to-draft that names the tool, the training and how deviations are followed up, as the Normen fact sheet asks of the clinic.5 Second, prepare the sentence each clinician says to tell the patient about recording and AI, and how a refusal is noted for later visits.4
Third, check that signed entries can only be corrected with a trace and that access logs can be reviewed.6 Pick three real consultations and a week of messages to run through an Oslo demo. The Norwegian sources here were read on 15 October 2026, and the clinic's adviser should confirm how they fit its own practice.

Frequently asked questions
Is it legal to use an AI scribe in a Norwegian clinic?
Yes. The Normen fact sheet of 8 May 2026 says AI may support record-keeping when its use is responsible, the tool is suitable and safe, and the clinician stays in control of what enters the record.12
Does the patient have to consent to AI speech-to-draft?
Consent is unnecessary under the fact sheet. The patient should still be told that the conversation is recorded and that AI is used, and a patient who declines gets a record written the usual way.4
Who is responsible for an AI-drafted note in Norway?
The clinician, always. The fact sheet says AI does not change that responsibility and the draft must be reviewed before it enters the record.5
Does the GDPR apply to Oslo clinics?
Does wai work with kjernejournal?
wai is built to connect to kjernejournal. We set up your clinic's connection with you.
