The private care market in Monaco

The 2025 census counted 38,857 residents. Monegasques are the largest group at 9,333, followed by 8,270 French, 7,559 Italian and 3,081 British residents, and the British community grew fastest in the year, by 163 people.¹

The patient base is far larger than the resident one. The Centre Hospitalier Princesse Grace saw 87,883 active patients in 2025, of whom 22.32% lived in Monaco, 26.83% in the rest of the Alpes-Maritimes including Nice and 18.55% in the Menton area.² It ran with 234 doctors among 2,887 staff.²

The rules a clinic in Monaco works under

Nobody may practise medicine in the Principality without the authorisation of the Minister of State, granted on a French doctorate in medicine or an equivalent university title.⁶ The code of ethics makes professional secrecy binding on every doctor and prohibits all direct or indirect advertising, so patient messages stick to facts and prices.⁷

Health data has its own ordinance. Under Ordonnance Souveraine n° 8.337, electronic hosting of health data may be done only by a holder of the health data host qualification issued by the Director of the Agence Monégasque de Sécurité Numérique, and the hosting contract must state the hosting locations.⁴ Patients are informed beforehand and may object on legitimate grounds, and a practice keeps each record for 20 years from the last consultation.⁴

Loi n° 1.565 of 3 December 2024 governs personal data, AI processing included, with the APDP as regulator. A controller notifies the APDP of a breach as soon as possible and within 72 hours where it can, giving reasons if later, and fines reach EUR 10 million or 4% of worldwide turnover.³

Video consultations have a ceiling. Ordonnance Souveraine n° 9.190 limits teleconsultations to 50% of a doctor's consultations over twelve months.⁵ wai records only with the patient's agreement, noted in the file.
