Summary
A Jakarta clinic can use AI for notes and the front desk in 2026 under Law 27 of 2022 on personal data protection and Permenkes 24 of 2022 on medical records. The doctor signs every note, a person at the clinic approves every message, records stay in Indonesia and the clinic's electronic record connects to SATUSEHAT.
Jakarta clinics now answer a WhatsApp enquiry before the evening traffic clears, and doctors leave with every note signed. wai drafts the replies and the notes, a person at the clinic approves or signs each one, and the records stay in Indonesia under the PDP Law and the Ministry of Health's rules on electronic medical records.

The private care market in Jakarta
The DKI Jakarta Health Office counted 11,350,328 registered residents in 2024, with the densest district at 23,328 people per square kilometre.1 The same profile listed 1,678 primary clinics, 889 main clinics, 139 general hospitals and 49 specialist hospitals in the province.1
Doctors also practise on their own account. The profile counted 679 independent doctors' practices, 568 independent dentists' practices and 115 independent specialists' practices, and 27,396 medical staff across Jakarta's facilities, including 10,757 specialists.1 South Jakarta held the largest share of general practitioners, at 23.18%, and of specialists, at 25.42%.1
The rules a clinic in Jakarta works under
The Ministry of Health sets the rules for health facilities and runs the national health data platform.5 Its regulation Permenkes 24 of 2022 requires every health facility to keep electronic medical records, naming independent doctors' practices, clinics and hospitals among them, and set 31 December 2023 as the deadline.3 Records must be connected to the Ministry's interoperability platform, kept for at least 25 years after the patient's last visit, and may be stored with an electronic system provider that has data storage facilities in Indonesia.3 A clinic that stores records with a provider keeps unrestricted access to them.3
Law 27 of 2022 on Personal Data Protection was enacted on 17 October 2022 and gave controllers two years to adjust.2 It lists health data and information as specific personal data, requires a written notice to patients and to the supervising agency within 3 x 24 hours of a data protection failure, and allows administrative fines of up to 2% of annual revenue.2 A controller whose core work is large-scale processing of specific personal data must appoint a data protection officer.2
wai hosts each clinic's records in its own country, under that country's rules. We set this up with your clinic. wai is compliant with these rules and built for clinics in Jakarta. wai is built to connect to SATUSEHAT. We set up your clinic's connection with you.
The Ministry describes SATUSEHAT as the official national health data exchange platform, and states that Permenkes 24 of 2022 mandates the integration of facility medical records with it.4 Every message, draft, approval and signature in wai sits in a log the clinic can export.
The languages Jakarta patients write in
The PDP Law asks that a consent request be easy to understand and written in simple, clear language, and its elucidation defines that language as Bahasa Indonesia.2 Consent wording at a Jakarta clinic therefore starts in Indonesian, with any other language alongside it.
wai works in any language. A patient can answer intake questions by voice in the language they think in, and the doctor reads the answers in English before the visit.6 Each reply is drafted in the language the patient wrote in and approved by the team before it is sent.
What a demo shows in Jakarta
A WhatsApp message in Indonesian arrives at 9pm from a mother in Kemang asking whether her son can see the paediatrician before school on Saturday. wai keeps it in the family's thread, reads the doctors' busy times from Google Calendar, Outlook or Apple Calendar, and drafts a reply offering the two earliest open slots. The coordinator approves it from her phone.
A missed call to the Menteng branch during a procedure becomes a drafted text in the same thread. In the consult the scribe drafts the note in the room or on video, the paediatrician edits and signs it, and the invoice and the insurer's claim are prepared from the signed note for the team to check. The family gets a wai Profile for letters and results, with permissions they can revoke.
For health systems, government and insurers in Jakarta
Hospital groups, insurers and public programmes in Jakarta can commission a system built on wai for one defined care pathway, with records hosted in Indonesia, a SATUSEHAT connection planned from the start, and data, configuration and model rights written into the contract. See wai for organisations.
Where to start
First, write the AI line into the clinic's consent wording in simple Bahasa Indonesia, using the consent form template as a base.2 Second, name who handles a data protection failure and the 3 x 24 hour notice.
Third, confirm the clinic's electronic record is connected to SATUSEHAT and kept for 25 years. Fourth, count last month's enquiries by channel, language and hour, then book a Jakarta demo and bring that count.
Bring a week of Jakarta enquiries, in every language they arrived in, and see the drafts your coordinator would approve.
