Summary
Yes. In Guangzhou, AI may draft notes and replies once the patient gives separate consent for health information, with records held in mainland China unless a lawful route such as the Greater Bay Area standard contract is used, and each clinical document carries the doctor's own sign-off. wai drafts, and a person at the clinic approves or signs.
Guangzhou clinics that use AI well answer the Hong Kong family who wrote at night before breakfast, and the doctor signs the note before the patient reaches the lift. The city sits inside the Greater Bay Area, which has its own route for personal information moving to Hong Kong.

The private care market in Guangzhou
The 2025 statistical communique counts 19.10 million residents and 7,582 medical and health institutions, 347 of them hospitals.1 The city had 222,700 health technicians, up 5.9%, including 84,900 practising and assistant doctors, and its institutions provided 194 million patient visits, up 3.4%.1
Visitors add to that demand. Guangzhou recorded 5.72 million inbound overnight visitors in 2025, up 14.1%, of whom 2.60 million were foreign nationals, up 27.0%, and 3.12 million came from Hong Kong, Macao and Taiwan.1
Guangdong also lets designated hospitals in the nine mainland Bay Area cities use urgently needed drugs and devices from Hong Kong and Macao. As reported in December 2025, the province had approved 70 designated institutions, under a provincial regulation passed in July 2024.5 Many Hong Kong patients now treat Guangzhou as part of their own health system.
The rules a clinic in Guangzhou works under
The city's health authority is the Guangzhou Municipal Health Commission.7 Nationally, the National Health Commission and four other departments published implementing opinions on AI in health care on 4 November 2025, which, as reported, aim for AI-assisted decisions and patient services to be widely used in medical institutions by 2027 and include a chapter on data security and privacy.4
PIPL classes medical health information as sensitive, and a patient must give separate consent before it is processed.2 Two further articles shape a clinic's AI. Article 24 gives a patient the right to an explanation of a decision made by automated means that significantly affects them, and the right to refuse a decision made that way alone.2 Article 57 requires the clinic to act at once on a leak and to notify the regulator and the patients affected.2
The Greater Bay Area has its own transfer route. Since December 2023, a processor registered in one of the nine mainland Bay Area cities, Guangzhou among them, can send personal information to a recipient in Hong Kong by signing the Bay Area standard contract, after an impact assessment, and filing it with the Guangdong Provincial Cyberspace Administration within 10 working days of it taking effect.3 Personal information that has been notified or published as important data is excluded.3
wai hosts each clinic's records in its own country, under that country's rules. We set this up with your clinic. wai is compliant with these rules and built for clinics in Guangzhou. Any letter to a doctor in Hong Kong goes only after the Guangzhou doctor signs it, and no decision about a patient is left to the software.
The languages Guangzhou patients write in
China's census does not record home language, so the residence and visitor counts are the best guide. The 2020 census counted 418,509 Hong Kong, Macao and Taiwan residents and foreign nationals living in Guangdong, more than any other province.6 In 2025, Guangzhou received 2.60 million foreign overnight visitors alongside 3.12 million from Hong Kong, Macao and Taiwan.1
wai works in any language.8 Bring a Hong Kong family's real messages to the demo and decide whether each draft is one you would send.
What a demo shows in Guangzhou
At 9.50pm a woman in Sha Tin emails a clinic in Tianhe to ask whether her father can have a cardiology review on Saturday after taking the train to Guangzhou East. Her email sits with the rest of the family's history, wai finds a gap between the cardiologist's busy hours, and a draft proposes 10.30. The coordinator approves it the next morning.
On Saturday the father consents before recording begins, the cardiologist examines him while the note drafts, then amends and signs it. A letter for his doctor in Hong Kong is ready to sign before he leaves, and the claim for his insurer is drafted from the signed note.
For Bay Area hospital groups, insurers and public bodies
A hospital group, insurer or public body in Guangzhou can begin with one pathway built on wai, keep its records under Chinese law, and fix who owns the data and models in the contract. Details are on the organisations page.
Where to start
First, add separate consent for health information and for recording to intake, and write down that no decision about a patient is made by software alone, in line with PIPL Article 24.2 Second, decide whether any personal information needs to reach Hong Kong at all, and if it does, prepare the impact assessment and the Bay Area standard contract filing.3
Third, put the hosting question to every vendor in writing, with the data residency guide as the checklist. Fourth, collect a week of Hong Kong families' evening emails for the demo.
Send a week of evening enquiries from Hong Kong families, and we show the Saturday mornings they would have filled.
