Clinic management software in Singapore, and what a private clinic should compare

A private clinic in Singapore should compare clinic management systems on claims for Healthier SG and CHAS, records sent to the National Electronic Health Record, lab results, how patients book, message and pay, and the full cost over three years. The first three are where systems built for Singapore general practice concentrate, and the last two are where a clinic feels the difference every day.
The choice now has a date attached. Under the Health Information Act, GP clinics must start contributing to the National Electronic Health Record and have cybersecurity and data security measures in place by September 2027, and MOH says adopting a system on Synapxe's compliant list is necessary to meet the contribution requirement.1 A clinic that changes system in the next year can choose one that already meets those requirements.
Start with the independent reviews
The College of Family Physicians Singapore reviews clinic management systems in its CMS Sutra series, with support from the Ministry of Health's Office for Healthcare Transformation. Each cycle combines a survey of GPs, using validated tools such as the System Usability Scale, with in-depth discussions with reviewers the College appoints.2 Its current list names the five leading systems compatible with Healthier SG.2 Read it before the first sales call.
Claims and the national record
If your clinic is part of Healthier SG or sees CHAS patients, the system has to submit those claims and the data behind them. The third CMS Sutra cycle records that in January 2025 many clinics received lower than expected Healthier SG enrolment grant and Annual Service Fee payments, largely because of data mismatches between clinic systems and the Agency for Integrated Care's systems, incorrect data entry and misunderstandings about data requirements.2 Ask each vendor to submit a test claim in front of you, and ask what happens when a submission fails.
For the national record, MOH's March 2026 circular says Synapxe will keep a list of compliant systems, each certified for NEHR connectivity, holding Cyber Essentials certification from the Cyber Security Agency of Singapore and committed to data portability. At the time, 17 systems were integrated with NEHR for GPs and 8 more were in progress, together supporting about 60% of outpatient GP and specialist clinics.1 Ask whether the system is on that list today, and ask for the integration date in writing if it is not.
How patients reach you
Look at what each system does with a WhatsApp message at eleven at night, an email in Mandarin and a missed call at lunch. Each should arrive in one thread for that patient, with a reply drafted for your team to send. In the 2020 census, about 42% of residents aged five and over used both English and Mandarin as their first or second language at home, so a system that works in one language leaves part of your list on the phone.3
Speed matters here. Research published in the Harvard Business Review found that firms that responded to an online enquiry within an hour were nearly seven times as likely to reach a meaningful conversation as those that responded even an hour later.4 The same audit of 2,241 US companies found an average response time of 42 hours among those that replied within 30 days.4
Payments
The simplest way to protect a diary is to take the fee when the patient books. Check that the system sends a payment link with the booking, matches the payment to the visit, and issues the invoice from the consultation note. Ask to see a refund and a part payment run end to end as well.
Notes and letters
Ask how long a doctor spends on the note after each patient. In a 2026 study of 8,581 clinicians at five US academic health systems, published in JAMA, adopting an AI scribe was associated with 16 fewer minutes of documentation time per eight scheduled patient hours and about half an extra visit each week.5 A system with an ambient scribe writes the note while the doctor talks and drafts the referral letter before the patient leaves. Check that nothing is sent until the doctor has signed it.
Data protection and AI governance
Under the Personal Data Protection Act, a clinic must obtain consent, tell patients the purpose on or before collecting their data, protect it with reasonable security arrangements and stop keeping it once it no longer serves a legal or business purpose.6 A vendor that processes records on your behalf under a written contract is a data intermediary, and the protection and retention duties apply to it as well.6 Personal data may leave Singapore only where the recipient protects it to a standard comparable to the Act.6 wai hosts your clinic's records in Singapore, under Singapore's rules. We set this up with your clinic.
Since March 2026, the Ministry of Health's AIHGle 2.0 guidelines ask healthcare organisations that deploy AI to approve each tool through internal governance, keep a registry of every AI solution in use with its risk classification, and monitor each one.7 Ask each vendor where your data is hosted and get the answer in writing, together with its position on each of these duties.
Funding
MOH's NEHR Connect Grant is one-off funding for providers that must contribute to the national record. Clinics that already received the Early Contribution Incentive or the GP IT Enablement Grant are not eligible.1
How to run the comparison
- Shortlist three systems from the CMS Sutra review, Synapxe's list of compliant systems and doctors you trust.
- Send each vendor the same five scenarios, a WhatsApp enquiry at night, a Healthier SG visit, a referral letter, a paid booking and a request for a patient's records.
- Watch each scenario run on the vendor's system with your own staff in the room.
- Ask for the hosting location, the NEHR integration status and the Cyber Essentials certificate in writing.
- Ask for the price over three years, including set-up and training, and the share the NEHR Connect Grant would cover.
What wai adds to the system you choose
wai runs the front desk, the consultation and the patient's app as one system, in English and Mandarin. wai Admin answers enquiries day and night and takes the fee at booking, wai Clinicians writes the note while the doctor talks, and wai Profile gives each patient their records, results and bookings in their own app.
The change for the clinic is that the night's messages are answered by morning and the doctor leaves with the day's notes done. Ask us which of your current systems wai would sit beside, and we will show you on your own workflows in fifteen minutes.
Questions
Which clinic management systems do GPs in Singapore use?
The College of Family Physicians Singapore names the five leading Healthier SG compatible systems in its CMS Sutra review.2 Synapxe keeps the full list of systems that are compliant with the Health Information Act.1
Does my clinic have to contribute to NEHR?
Yes, if it holds a licence under the Healthcare Services Act. GP clinics must start contributing by September 2027, private specialist clinics by September 2028 and dental clinics by March 2030.1
How much does clinic management software cost in Singapore?
Vendors price differently, so ask each for the full cost over three years, including set-up, training and NEHR integration. Eligible clinics can apply for MOH's one-off NEHR Connect Grant.1
Can a Singapore clinic's patient data be stored outside Singapore?
The PDPA allows personal data to be transferred out of Singapore only where the recipient protects it to a standard comparable to the Act.6 Ask every vendor for its hosting location and its transfer safeguards in writing. wai hosts your clinic's records in Singapore, under Singapore's rules. We set this up with your clinic.
