Law No. 70 of 2020 gives patients the right to know their condition, options, costs and care team, to consent or refuse, to a copy of their file, and to an interpreter at the facility's expense. The facilities patients recommend meet each right before the patient has to ask.

The rights in the law

Chapter four of Law No. 70 of 2020 sets out patients' rights. Article 33 gives the patient information on the facility's services, the approximate cost of treatment and what the insurer pays, the names and roles of everyone treating them, the treatment plan and follow-up, a safe environment, and interpretation at the facility's expense where needed. Article 30 lets a patient refuse or withdraw consent at any time without giving a reason, and the team must respect it and record it.1

Consent comes from the patient at 18, at 15 for primary care unless it needs a stay of over 24 hours, and at 21 for cosmetic surgery, under Article 11. Article 10 asks the doctor to explain the condition, the options with their benefits and risks, the plan and the common complications.1

The Ministry's 2026 guide to AI language tools, written for its own facilities, asks that any Arabic content made with AI is reviewed for clinical accuracy and clarity before it reaches patients, and that nothing AI drafted enters the medical record until the responsible professional has read, corrected and approved it.2
